Many things come to mind when looking at this Mera cover: Powerful, majestic, and sexy. But it raises a red flag as well, because she also projects a very scary, threatening, and certainly disturbing image. Find a place to hide, everyone... the queen has returned!
As far as I know, this is the only Mera-only cover ever published in a comic book. It is issue #12 of the 1994 Aquaman series. The cover is by Martin Egeland -pencils-, Howard M Shum -inks-, and Tom McCraw -colors-. This story marks the return of Mera to Earth and the pages of the Aquaman book after being held in Oceanid by Thanatos in the 1992 series. This issue also features an intense fight between the Queen of Atlantis and Dolphin... meow! (submarine catfight, that is).
