Alex Ross and comic book author Paul Dini initially planned to revive Batgirl Barbara Gordon using an updated version of the character's original costume, with red accents in place of the traditional yellow. This proposal would restore Barbara's ability to walk, but would leave her a darker heroine. DC's editorial staff decided that Oracle should remain as their token chairbound heroine, and the idea was discarded.

Seven years later, after the end of "Infinite Crisis", DC editors called for a redesign of Batwoman. Alex Ross drew inspiration from the modified Batgirl costume he had designed for Barbara Gordon years prior to revitalize Batwoman, and so Kate Kane was born.
