Mera's aquakinesis is part of her metabolic system. It requires energy, in the form of glucose or fat, and a mineral component. In the battle at Amnesty Bay, she ran through her stores of both. Aquakinesis should have failed. Her body should have shut it down to protect itself, but she somehow managed to override self-preservation.
